Suppliers are automatically alerted to new Settlement Reports allowing them to access information on Loads and Settlements 24hr/day electronically through Buckeye's Supplier Portal. This solutions lives within their new WSS 3.0 enterprise portal allowing total safety document control over change management, custom version handing, complex review processes with alerts and tasks, and skill block based alerts and tasks for tracking the training for the right personnel for any given document. On October 14th, 2008, TRAPAC awarded the PACS/TRAPAC Remote Access Web Services Interface project to Baywood Technologies. The web service will facilitate all data exchanges between TRAPAC’s remote terminal access program and JPA’s PACS access management program. The Jacksonville Port Authority awarded a PACS Upgrade contract to Baywood Technologies on December 9th, 2008. When completed, the upgrade will govern the assignment and maintenance of multiple credentials to JPA-registered personnel accessing the port’s terminal areas. Using the latest technology available, the upgrade will allow the port to meet DHS TWIC compliancy requirements while still using JPA’s local credential for daily access to all terminal areas. |

CoreStreet Opens the PIVMAN System to 3rd Party Solution Providers.
Baywood Technologies to Integrate PIVMAN into Access Control System Developed for the Port of Jacksonville
Cambridge, Mass., —CoreStreet, Ltd, a leader in software for credential and convergence programs, has opened its PIVMAN System to security vendors looking to enhance their access control solutions. The first to take advantage and develop an application is Baywood Technologies, a leading supplier of customized business software applications and services for port and military access management. Baywood is using the PIVMAN mobile credential validation solution as a key component in its Port Access Control System (PACS).
Baywood is currently deploying PACS for the Port of Jacksonville, Fla., which requires a security solution that validates both locally issued identification cards as well as those issued by the federal government that follow the Federal Information Processing Standard 201 (FIPS-201) specification.
“The Port of Jacksonville needed a system that not only read its own legacy smart cards, but also the cards currently being deployed by federal agencies. PIVMAN gives us a platform through which we can give authorized individuals immediate access to the areas they need to be while still maintaining tight control on security,” said Evan Schwartz, vice president of IT with Baywood Technologies.
“The PIVMAN System is being used by First Responders around the country and by a number of federal, state and local agencies in the National Capitol Region,” said John McGeachie, vice president of engineering at CoreStreet. “By opening access to third party solution providers, we are ensuring that the system will benefit the widest possible audience and also create a platform by which smart cards become more than just expensive ‘flash badges’.
PIVMAN 2.3: Tested by the Department of Homeland Security
The PIVMAN System consists of software for handheld devices and backend servers that manage credential status and privilege attribution across large populations of credential populations. It has been a key feature in a number of Department of Homeland Security demonstrations and exercises including the Summer Breeze demonstration in July.
“Summer Breeze demonstrated that FIPS 201 technology cards such as the FRAC are widely accepted and a reality,” said Baywood’s Schwartz. “We’re no longer testing whether we should roll them out — we’re starting to integrate and use them in active, live and large-scale facilities.”
Latest Features in PIVMAN 2.3
The ability to handle additional applications is part of the latest version of PIVMAN. Version 2.3 includes the following additional upgrades:
- Extensibility to integrate 3rd party applications with the PIVMAN system
- The ability to log into the PIVMAN handheld with a smartcard
- The ability to add custom annotations at credential scan time
- Enhanced administration capabilities
- Enhanced support for legacy credentials such as drivers licenses.

Executive Summary
Since September 11th, there has been a critical demand for a common authentication credential first responders can use, not only during an all-hazards event, but also on a day-to-day basis for physical and logical access. NCRC has made great strides to advance this credentialing program. Through the cultivation of interagency and multi-jurisdictional partnerships with multiple federal and non-federal agencies, barriers surrounding information sharing for first responders are being addressed and solved.
On July 19, 2007, The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Office of National Capital Region Coordination (NCRC) and the Department of Defense (DoD) Pentagon Force Protection Agency (PFPA) joined public and private sector participants to host Summer Breeze, a multi-jurisdictional identity interoperability and attribute integration demonstration to display the advancements of the First Responder Partnership Initiative (FRPI) program. The demonstration validated the functionality of the First Responder Authentication Credential (FRAC) and the integration of electronic attributes (qualifications, authorizations, certifications, and privileges) that have been developed and advanced through the credentialing program.
Summer Breeze was a follow on to Winter Storm, a multi-jurisdictional demonstration co-hosted by DHS FEMA NCRC and DoD PFPA in February 2007. Winter Storm validated Federal, State, and regional production issuance infrastructures while Summer Breeze validated Federal, State, and local production tool sets for emergency and routine usage capabilities.
More than 44 organizations, in over 7 locations across the United States, including the National Capital Region (NCR), simultaneously participated in Summer Breeze. The validated outcomes during Summer Breeze included:
- Federal/Non-Federal multi-jurisdictional First Responder Authentication Credential (FRAC) electronic identity (eID) production trust model
- Trust model integration with National Response Framework (NRF) Emergency Support Function (ESF) attribute information (a first ever)
- Achieved initial operational capability (IOC) of Federal, State, and local identity and attribute production infrastructures
- Achieved IOC to exchange attribute information between Federal, State, and local attribute infrastructures (a first ever)
- The ability to electronically display and geospatially exchange real-time human resource situational awareness between all sites<
- Achieved IOC for Homeland Security Presidential Directive 12 (HSPD 12) routine/emergency access privileges at PFPA-controlled DoD-leased facilities within the NCR
- Achieved IOC for the Port of Jacksonville (JAXPORT) physical access control system to validate locally generated and DoD Common Access Cards (CAC) (a first ever)
During Summer Breeze, participants and observers viewed details on a commercially available mapping program that gave local, regional, and nationwide emergency operation centers real-time geospatial situational awareness of First Responders during a simulated all-hazards event. Additionally, this mapping program displayed the identities and attributes (skill sets) of all participating First Responders nation-wide, a first in the country.

The US Navy recently awarded a contract to Baywood Technologies to upgrade NAS Jacksonville’s Military Access Control System (MACS). MACS, an integrated access control and visitor management system, has been in use at NAS Jacksonville since 2002. Upgrades to the system will leverage SharePoint 2007 technology to increase visibility, interoperability and compliance with local and DoD security guidelines. Added system features include promotable citations reporting and increased analytical reporting. |
