eMACS Summary of Features and Benefits

eMACS is an extension of Microsoft’s Sharepoint® technologies

Microsoft Sharepoint is an extensible and flexible application platform that enforces strict security access policies and the implementation of industry standards and “best practices.” Additionally, as an NMCI-approved platform, Sharepoint meets or exceeds all NMCI-required standards. eMACS leverages this existing Sharepoint architecture to produce a highly secure, user-friendly experience while providing a wide range of accessibility across the Navy’s NMCI network.

Designed Specifically for the Military Environment and Existing DoD Processes

More than anything else, eMACS provides the military user with a customized, configurable tool for integrated access control and visitor management based on Navy and DoD business logic incorporated within the software. Working in conjunction with active duty military security specialists, Baywood Technologies designed the eMACS program to incorporate military-specific business rules regarding both active duty access assignment and visitor documentation and access control.

  • Billet-based Access Rights Assignment
    eMACS has been developed to more-closely mirror how access is typically assigned in the military. In eMACS, access rights are associated with a billet, with personnel inheriting access rights upon billet assignment. A single billet may have several authorized access levels based on specific threat conditions. Activation and termination of access is determined by an individual’s billet start and end date. Personnel may hold more than one billet at one time, such as when personnel are assigned temporary additional duties or temporarily assigned to another command such as a security force augmentee, or squadron personnel assigned to the galley. If necessary, specific additional rights can be assigned on an ad-hoc basis by the eMACS administrator.
  • Military Event-driven Changes to Access Rights
    Changes in access rights are automatically made when specific events such as active duty retirement, discharge from the service, or transition to government civil service are entered into the system. eMACS has also specifically been written to handle assignment to government housing for both military personnel and their dependents.
  • Visitor Control
    All visitors processed in eMACS conform to the identification and documentation requirements as stipulated in OPNAVINST 5580. All visitors must be sponsored and sponsors are limited in what destinations they can sponsor visitors to, based upon their organizational position (billet) as configured in the system.
  • Visitors can request access by completing an online visit request form available on a secure server or by contacting their sponsor directly. eMACS can be configured to email approval notification to the visitor once the sponsor has approved the visit. Visitor passes, in the form of a .pdf file, are produced and stored in the system for immediate verification and printing on any standard printer by security personnel upon arrival of the visitor.

  • Event Scheduling
    eMACS has been specially designed to facilitate event scheduling, such as military changes of command or retirements, MWR events, community events such as little league baseball games or Special Olympics without losing information granularity or the ability to provide ad-hoc reporting on access transactions.

  • Affordable
    Because eMACS leverages the power and functionality of Microsoft’s SharePoint Server® technology, distributed access to the application for authorized tenant command users is as easy as longing onto the command website. No “thin-net” client requirement means no additional licensing requirements or software. Access and usage is entirely web-based.

    Unlike standard physical access control systems, eMACS is a web-based technology facilitating widespread access for authorized users without the need for client-side software or costly terminal licensing fees. Because eMACS is web-based, users can access it from any authorized computer using a standard browser such as Microsoft’s Internet Explorer®.
  • Distributed Personnel Enrollment
    eMACS acts as the presentation and business layer that sits on top of an installation’s physical access control software. By using a web-browser such as Microsoft’s Internet Explorer®, authorized personnel can access eMACS, view and select information from the access control database without actually having access to the access control database itself. eMACS then takes the user’s input such, as billet assignment, active duty retirement or assignment to base housing, applies military-specific business logic to the information, and makes the appropriate update in the access control database – allowing trusted agents (tenant command security officials) controlled access while systematically enforcing the installation commander’s security directives without requiring direct command personnel input.

    Information normally entered and maintained by installation Security personnel can now be performed by authorized tenant personnel located at their tenant commands. This ensures that information updates are more accurate and timely than if performed by Security personnel at another location.

    By distributing the workload typically performed by Security personnel through an AMAG (physical access control software) client to over hundreds of personnel located at their respective tenant commands using a common web-browser, NAS Jacksonville saves over two man-years of labor otherwise required to be performed by contract Security personnel located at Building 9.

  • Low Cost of Ownership
    eMACS uses a centralized application server with minimal client-side installation required. This small IT footprint means smaller maintenance and operational costs when compared to terminal services or typical client-server access control applications.

DoD Privately –Owned Vehicle Registration

Independent Personnel and Privately-Owned Vehicle Access Control

eMACS provides the ability to assign separate access rights to assigned personnel POVs under varying threat conditions distinct from their personal access rights. Now the base commander has the ability to intelligently limit POV vehicle access without affecting assigned personnel access. Tenant commanders can now develop accurate car-pooling plans based on the number of vehicles allowed on base for their command under various threat conditions, thereby eliminating confusion and delays at access gates during emergency conditions.

DoD Citations Module

eMACS has a complete citations module capable of tracking citations issued and all adjudicative actions taken as a result. All citation information is cross-referenced by owner, vehicle, and document reference number, and as such can also document non-vehicle adjudication resulting in reduced installation access.

Universal Access Denial Listing

Personnel seeking access to the installation can be validated against this listing which is controlled by the installation Security Officer and provides the ability to limit personnel access for a specific period of time or indefinitely.

Integrated Hand-held Scanning

The eMACS security solution includes the use of hand-held scanners capable of reading the military CAC, Teslin® ID card issued to retirees and dependents and barcodes currently affixed to DoD-registered POVs. Using these hand-held scanners, security personnel can instantly determine authorized access levels for both personnel and vehicles. Used under heightened security conditions, a sentry can advance up a line of vehicles, scanning both occupants and vehicle and turn-away any vehicle no authorized for entry prior to reaching the external access point.

Secure

eMACS is designed to operate in the NMCI network environment, leveraging the security attributes of Active Directory log-in and authentication using the military CAC security token. Visitors to the base seeking access pass information to their sponsor via an SSL server-based external website.
